I am delighted to be nominated by the Fédération du Scoutisme Français for the WAGGGS European Committee for the 2025–2028 triennium.

Who I Am and What Drives Me

My name is Maëlle Chapuis Mirol, I am 26 years old, and I am a candidate for the European Committee of the World Association of Girl Guides and Girl Scouts (WAGGGS).


Driven by a deep belief that non-formal education and youth engagement can transform the world, I have been actively involved for many years with Scouts et Guides de France. Through various educational, civic, and solidarity-based roles at different levels, I have gained strong experience in youth work, project coordination, and supporting young people in their journey of engagement.


Academically, I pursued a Franco-Italian program between Sciences Po Bordeaux and the University of Turin, specializing in political science, European affairs, and the governance of ecological transition. This background has equipped me with skills in project management, public policy analysis, and international cooperation.
In my free time, I enjoy cultural activities—especially literature, contemporary art, and cinema—as well as feminist and environmental activism. I also love cooking and practicing yoga. These passions nurture my curiosity, personal balance, and commitment to a fairer, more open, and more caring world.


I deeply believe in a Europe of intercultural dialogue, solidarity, and sustainability. As a member of the European Committee, I aim to amplify the voices of young women, support Member Organizations in their daily challenges, and bring the values of Guiding to life in all their dimensions.


Thanks to Girl Guiding and Scouting and the opportunities it offers, I have grown and flourished. I now want to dedicate my time and energy to contributing to the century-old mission of WAGGGS.


I am committed to causes and values that are close to my heart: holistic and lifelong education, gender equality, and living together in harmony.

Mes motivations

The quality of activities offered by Member Organizations relies on relevant, inclusive, and well-implemented programmes. WAGGGS plays a vital role in supporting the implementation of its policies and programmes, ensuring they are adapted to local realities and the needs of girls and young women. To achieve this, it is essential to strengthen the training of commissioners, facilitators, and trainers, while providing close support to Member Organizations through tools like the Capacity Assessment Tool (CAT). Investing in educational quality means ensuring a meaningful, empowering, and transformative Guiding and Scouting experience.

The active and meaningful participation of young people and women in governance structures is at the heart of WAGGGS’ mission, in line with the Compass 2032.


To make this ambition a reality, we must plan for leadership succession, create spaces for leadership training and experimentation, and recognize the contributions of young people in governance. Intergenerational, intercultural, and inclusive functioning is a strength—it allows for the sharing of experiences, enhances the relevance of decisions, and reflects the diversity of the Movement. Encouraging this dynamic means building more inclusive, representative, and sustainable governance.

Promoting Guiding and Scouting as a Feminist and Youth Movement with Impact on Education

Girl Guiding and Girl Scouting are much more than leisure activities—they are powerful non-formal education movements that contribute to the empowerment of girls and young women around the world. WAGGGS has a key role to play in making this impact visible, both to European institutions and to educational and social partners.
Let’s strengthen our visibility as an educational actor, continue to highlight our grassroots actions, and raise our voices in debates on equality, youth, and girls’ rights. Together, let’s make Guiding a true driver of social transformation.

My Girl Guiding and Scouting Experience

2011 - 2018

I began my journey as a Caravelle and then Ranger Guide. I took part in two international cooperation projects: one in Calais (France) and another with Antilin’i Madagasikara and Fanilon’i Madagasikara in Madagascar.

 

2016 -2020 

I served as a unit leader for Brownies (Jeannettes), Scouts and Guides, and Ranger and Rover Scouts (Pionniers and Caravelles). I also held the role of Summer Camp Director.

2018 - 2019 : Young Delegate

  • Participant representing the French Scouting Federation at the Network Meeting (WOSM and WAGGGS) in Brussels

  • Participant at the Helen Storrow Seminar at Our Chalet (WAGGGS)

  • Young Delegate of the French Scouting Federation at the WAGGGS European Conference and the Joint WAGGGS-WOSM Conference in Croatia

 

2019-2020

2020-2023 : Deputy International Commissioner (WAGGGS)

  • Participated in the 2021 WAGGGS World Conference (online)

  • Attended IC Forums (online and at Our Chalet)

  • 2022: Co-Head of French Delegation at the WAGGGS European Conference

  • Contributed to organizing international department weekends for Scouts et Guides de France and the French Scouting Federation

 

2022-2025 : WAGGGS Europe Volunteer, part of the External Relations Group, on the Youth Participation portfolio

  • June 2023: Represented WAGGGS Europe at the 9th EU Youth Dialogue Closing Event, and was a panelist on climate change education

  • 2023: Represented WAGGGS Europe at the EU Youth Conference under the Spanish EU Presidency

  • 2024: Represented WAGGGS at the UNESCO NGO Liaison Committee event on mindset transformation

  • December 2024: Represented WAGGGS at the UNESCO NGO Conference in Paris

  • 2024: Represented WAGGGS Europe at the EU Youth Conference in Hungary

  • 2025: Represented WAGGGS at the 4th European Youth Work Convention in Malta

 

2023- 2025

  • Lead of the National Project Group “Sterenn” – promoting girls’ and women’s empowerment within Scouts et Guides de France

WAGGGS Facilitator at several events : 

  • 2024: Facilitated sessions on Succession Planning and Growing and Learning, in partnership with my national association

  • 2025: Facilitator for the first Online Training for Facilitators of the WAGGGS global team (staff and volunteers).

I have been a trainer with Scouts et Guides de France, supporting unit leaders, then teams of educators, and later national and regional teams.
Since 2024, I have also been a WAGGGS facilitator, having completed the new facilitator training. I contributed to the “Growing and Learning” training in 2024 and was part of the first online facilitator training in 2025, serving as a French-speaking facilitator.

After serving as a young delegate myself, I continued to advocate for meaningful youth participation. As Deputy International Commissioner (WAGGGS), I developed and implemented the young delegate programme within our association. I designed the capacity-building pathway, identified opportunities, and supported young people in their leadership journey.

I am the lead of the Sterenn project, which promotes the empowerment of girls and women within Scouts et Guides de France.

Leadership for Girls and Women

I actively contribute to the French Scouting Federation, promoting citizenship and inclusion through my role as a Girl Guide and Scout.
